The federal IT security market remains in a state of flux, although FY 09 may bring changes with the announcement of a possible $6 billion cyber security project by the White House. Agencies are wrestling with flat security budgets, increasing vulnerabilities, shifts in security policies, and the lack of qualified agency IT staff. Possible restrictions on agency IT procurement included in the FY 08 omnibus bill, such as the need to seek Congressional approval before spending authorized IT funds, and having to submit expenditure plans for all IT acquisition projects to Congressional Committees, only increases the pressure on agency security programs, as an agencys IT security budget is often the first to be reappropriated to offset the cost of other operations.

Despite these challenges, there are opportunities. This report examines the top ten information security related opportunities in the Federal government which are expected in FY 2008. These opportunities represent just over $800 million in potential spending. We found that 80% of the top 10 opportunities are for recompete programs, revealing the current focus on steady operations. The listed opportunities represent some of the growth areas that do exist in the IT security market, such as network security, information assurance, incident response, and compliance services.
