’s Arbor E&T, LLC unit as the chief operations officer of its Eastern Division, which encompasses 10 states in the East and Midwest. Ms. Rath
’s responsibilities will include overseeing the existing operations and building on Arbor
’s presence.
Before joining ResCare, Ms. Rath served as Chair and Commissioner on the Texas Workforce Commission for 12 years after her appointment by then Governor George W. Bush in 1996. She was reappointed by current Governor Rick Perry in 2001. She resigned from the commission in March of this year. On July 11, 2007, President George W. Bush nominated Ms. Rath to serve as Assistant Secretary of the Administration for Children and Families at U. S. Health and Human Services.
Ms. Rath has been recognized as a national leader in workforce development who, during her tenure with the Texas Workforce Commission, oversaw the consolidation of 28 programs from 10 different state agencies to form a $1.1 billion agency with responsibility for services involving federal programs from the U.S Department of Labor, Health and Human Services and four other federal agencies.
