Brown-Wilson Group, which prepares the Black Book of Outsourcing, surveys
outsourcing users to gain a buy-side decision-maker perspective on the global
services industry. After a stringent external auditing process, the responses
of nearly 24,000 buyer executives on over 4,000 vendors determined the 2008
rankings. This annual study is recognized as the only independent industry
standard for customer satisfaction in the global services industry. Over half
of the responses are CXO-level and governance respondents.
The report categorizes Latin America as the "Next Big Thing" and projects
30%+ growth in Latin American offshoring. According to the survey, South
America is one of the preferred destinations that 77% of the respondents would
consider. The report also mentions that "Latin America, above all regions, is
expected to leverage its competitive advantages in high-growth areas of
offshoring and possibly move ahead as the most attractive alternative."
According to the Black Book results, "Brazil, in particular, has vast
potential, due to its large population, the creativity of its engineers and
government programs supporting the outsourcing industry." Brazil is
considered the second preference for prospective expansion as an alternative
to India, according to 87% of the respondents, being behind only the U.S. and
ahead of China, Eastern Europe, and Mexico. Brazil is the global leader in
terms of increases in vendor satisfaction ranks overall.

BLACK BOOK METHODOLOGY
The fifth annual Black Book survey for Brown-Wilson Group's "50
Best-Managed Global Outsourcing Vendors" was distributed electronically to
customers, employees, buyers, contractors and users worldwide and available at
www.theblackbookofoutsourcing.com. In March, surveys were sent to the nearly
30,000 outsourcing decision makers who were verified in the previous surveys,
followed by 400,000 additional invitations sent to individuals in
corporations, businesses, organizations and government agencies who use, offer
and are employed in outsourcing services or pre-registered for the survey on
the Black Book website. Survey entry access codes were available only one time
per outsourced function. The survey closed on May 12, 2008. The 26 key
performance indicators of vendor satisfaction with supplier leadership are
posed with a scoring basis of 0 to 10 (0= deal breaking dissatisfaction and
10= overwhelming exceeded expectations) per criteria. Additionally, 18 key
performance indicators in operational excellence are also balloted for later
study and custom reporting throughout 2008 for outsourcing clients, buyers,
prospective users, analysts, consultants, media and investors.
