Bush proposes greenhouse reduction plan

WASHINGTON, May 31 The United States and other countries responsible for most greenhouse gas emissions must develop a strategy for reduction, U.S. President George Bush said.

Fast-developing countries such as India and China must be included in this group, the president said Thursday. By the end of 2008, the group would set a global goal for reducing greenhouse emissions.

"In addition to this long-term global goal, each country would establish midterm national targets and programs that reflect their own mix of energy sources and future energy needs," he said. Bush said he planned to present his strategy at next week's G8 meeting in Germany. He described the plan as a replacement for the Kyoto Protocol when it expires in 2012.

The Bush administration pulled the United States out of Kyoto after his election.

"It's important to ensure that we get results and so we will create a strong and transparent system for measuring each country's performance," Bush said. "This new framework would help our nations fulfill our responsibilities under the U.N. Framework Convention on Climate Change."
