PHILADELPHIA, May 22 Philadelphia voters who believe "it takes one to know one" might go for a candidate for traffic court judge who has accumulated $11,000 in fines. Willie Singletary won the Democratic primary last week before his extensive history as a scofflaw became public. By last week's primary, he had 55 outstanding violations with $11,427.50 in fines, the Philadelphia Inquirer reported.Singletary had run up tickets for reckless driving, driving without a license, driving without insurance and driving an unregistered vehicle. His license has been suspended through 2011.Richard Hoy, a lawyer representing the candidate, said his father paid all the fines Monday. Hoy said Singletary was responsible for only half the violations, with the others accumulated by his brother driving a car belonging to Singletary.Bernard Strain, who won the Republican nomination but lost in the Democratic primary, made Singletary's fines public.Copyright 2007 by UPI
