PALERMO, Italy, May 5 The city of Palermo, Italy, employed more than 100 bus drivers who lacked valid drivers' licenses, a report said Saturday.The scandal was uncovered when many of the drivers took advantage of an early retirement program, the BBC reported.A suspicious city councilor forced the disclosure of the names and qualifications of the city's bus drivers, many of them hired without a driver's license by friends and relatives who worked for the city.The investigation into nepotism showed that dozens more unskilled workers were employed for such tasks as counting the number of drains in the road, the BBC reported.Copyright 2007 by UPI
