NEW DELHI, April 7 At least 20 people were killed and 18 injured in a car explosion near Villupuram, India, Saturday.Investigators were trying to determine if the blast was intentional, but early evidence indicated the vehicle was carrying "some explosive substance," a government spokesman told the Press Trust of India.
