Madrid - The Council of Europe Committee of Ministers on Tuesday proposed the former prime ministers of Norway and Poland, Thorbjorn Jagland and Wlodzimierz Cimoszewicz, to succeed Terry Davis as the secretary-general of the organization. The Council of Europe Parliamentary Assembly was expected to appoint one of the two, though it will also propose two other candidates to make the election more democratic, its president Lluis Maria de Puig said in Madrid. Foreign ministers or representatives from the 47 Council of Europe countries gathered for the 119th meeting of the ministerial committee in the Spanish capital.
