Russia gives UN its own peace plan to end Caucasus conflict

New York - Russia submitted a new draft resolution to the United Nations Security Council on Wednesday, which it claimed reflects the six-point plan worked out by France to end the conflict in Georgia. The Russian draft was aimed at countering another draft resolution already under discussion by the 15-nation council, calling for an immediate and unconditional end to hostilities in Georgia and for Russia to end its military occupation.

The draft being discussed by the council supports Georgia's sovereignty and territorial integrity.

The six-point plan, however, makes no specific mention of Georgia's sovereignty and territorial integrity, which is why Moscow supports it.

Russian Ambassador Vitaly Churkin told reporters at UN headquarters in New York that the Russian draft is a "good document," reflecting verbatim the talks between Russian President Dmitry Medvedev and French President Nicholas Sarkozy in Moscow last week.

"It is a good document for the Security Council and we expect a positive reaction by the members," Churkin said.

US Deputy Ambassador Alejandro Wolff said the Russian draft "distorts" the meaning of the six-point plan.

The six-point plan worked out by Sarkozy called on all parties in the Georgian conflict to renounce the use of force; end hostilities immediately and definitively; allow free access to humanitarian aid; withdrawal of Georgian forces to their barracks; withdrawal of Russian forces to deployment lines prior to August 7; international talks for lasting stability in Abkhazia and South Ossetia.
