Neighbor: Kidnap suspect behavior strange

TUCSON, Jan. 3 A University of Arizona law student and former Miss Pima County accused of kidnapping an ex-boyfriend had been acting "real impersonal," a neighbor said.

Steve Kincaid, who lived in the same apartment building in Tucson, told the Tucson Citizen that Kumari Semone Fulbright had also lost a lot of weight shortly before the alleged crime. He said he also saw her outside in chilly weather dressed in a tank top and shorts.

"She was real impersonal all of a sudden," Kincaid said. "She would literally spend 15 hours a day outside of her house or in her car. She would turn the car on and not go anywhere."

Fulbright and three men allegedly kidnapped her former boyfriend and held him for several hours, threatening to kill him, before he was able to escape, the Citizen said. Police say that the she and her ex-boyfriend may have had a dispute about jewelry.

As a law student, Fulbright worked as a volunteer at the U.S. District Court. She was Miss Pima County in 2005 and Miss Desert Sun in 2006.
